General Healthcare Research Requires a Clear Connection
Research that has no meaningful relationship to surgery, perioperative care, operating room practice, surgical education, relevant allied professions, or supporting health systems may fall outside the journal’s scope. Editors may assess borderline submissions individually.

Editorial Roles & Responsibilities
Responsibilities may vary according to appointment, manuscript type, subject area, and editorial need. The following provides a high-level overview of the journal’s editorial structure.
Editor-in-Chief
Provides overall editorial leadership, supports application of journal standards, oversees significant editorial matters, and has responsibility for the integrity of editorial decision-making.
Deputy & Senior Editorial Leadership
Supports editorial oversight, manuscript management, policy implementation, quality assurance, and continuity of editorial operations where appointed.
Managing Editors
Support manuscript progression, editorial coordination, communication, workflow management, and implementation of journal procedures.
Section Editors
Provide disciplinary expertise, support reviewer selection, assess manuscripts within relevant areas, and make or recommend editorial decisions within delegated responsibilities.
Statistical & Methodological Editors
Support evaluation of study design, statistical analysis, interpretation, methodological reporting, and the appropriateness of analytical conclusions.
Peer Reviewers
Provide independent expert assessment and recommendations to editors while maintaining confidentiality, professionalism, and appropriate conflict-of-interest standards.
What Should Not Determine an Editorial Decision
Academic publishing requires safeguards against irrelevant influence. Decisions should remain independent of factors unrelated to the scholarly merits and integrity of the work.
Academic title, clinical seniority, or professional prominence should not provide preferential treatment.
The reputation or size of an author’s institution should not substitute for assessment of the work itself.
Country, region, or resource setting should not determine whether credible scholarship deserves consideration.
TORG or TORGCERI affiliation should neither guarantee publication nor disadvantage a submission.
Financial support or sponsorship should not determine the editorial outcome of a manuscript.
Commercial interests should be disclosed and appropriately separated from editorial judgement.
Editors and reviewers should not handle manuscripts where relationships create an inappropriate conflict.
Positive or statistically significant findings should not automatically be favoured over credible null or negative results.
Editors Should Recuse Themselves Where Appropriate
An editor should not control the assessment of a manuscript where a relevant personal, professional, academic, institutional, financial, supervisory, collaborative, or other conflict could reasonably compromise—or appear to compromise—independent editorial judgement. The manuscript should instead be reassigned to an appropriate independent editor.
Partnerships Do Not Purchase Editorial Outcomes
Collaboration, sponsorship, institutional partnership, advertising, educational support, or other relationships involving TORG, TORGCERI, TORGJ, or associated activities should not confer publication rights or influence acceptance of individual manuscripts. Scholarly submissions remain subject to applicable editorial and peer-review requirements.
Submissions From Editors, Journal Leaders & Affiliated Researchers
Members of the TORGJ editorial team, TORG or TORGCERI leadership, journal advisers, reviewers, and other affiliated individuals may contribute scholarly work where appropriate. Such manuscripts should be managed in a manner that removes the author from editorial control of their own submission, uses independent editorial handling where required, discloses relevant conflicts, and applies the same substantive publication standards expected of other authors.
